A Comprehensive Review of Global Cybersecurity Policy and Regulation
Abstract
This paper proposes a global cybersecurity charter to address escalating cyber threats and fragmented international responses. Employing a comparative legal analysis of existing cybersecurity policies, alongside stakeholder consultations and technology feasibility studies, this research aims to establish a robust framework for global cooperation. The methodology includes drafting the charter, designing strengthened legal mechanisms, and evaluating emerging technologies (AI, blockchain, quantum computing) for enhanced cybersecurity. We develop an algorithm for charter implementation, focusing on clear jurisdictional guidelines, expedited data sharing, and independent dispute resolution. Results include a draft charter, a framework for integrating advanced technologies, and a plan for ongoing monitoring and adaptation. By fostering trust and balancing global standards with national sovereignty, this initiative seeks to create a resilient digital environment, ensuring equitable protection against evolving cyber threats. The charter’s success hinges on collaborative implementation and continuous adaptation to the dynamic cybersecurity landscape.
