Ethical Sourcing and Physical Asset Management in Ugandan Local Governments

Abstract

Unscrupulous Physical Asset Management (PAM) optimization has been a persistent issue in Ugandan local governments, as highlighted in the annual reports of the Office of the Auditor General. This study explores the relationship between ethical sourcing and PAM optimization, focusing on local governments in Uganda. A descriptive cross-sectional design with a quantitative approach was employed, surveying 220 employees in Agago district. Research findings indicate that ethical sourcing practices encompassing supplier selection ethics, the adoption of ethical policies, and the promotion of supplier diversity play a critical role in enhancing the optimization of PAM. The study confirms a causal relationship between these variables, filling a knowledge gap in understanding the nexus between ethical sourcing and PAM optimization. Results have implications for policy and practice, emphasizing the need for local governments to prioritize ethical sourcing in PAM optimization to promote transparency and accountability. This research contributes to the growing body of literature on ethical sourcing and PAM, shedding light on the importance of ethical considerations in asset management decisions.
